State Minimum Wages and Employment in Small Businesses

April 21, 2004. This report examines the effects of minimum wages on employment and payrolls in small businesses. The analysis makes several comparisons between states with a higher minimum wage than the federal $5.15 minimum and all other states (i.e., those states where the $5.15 federal minimum prevails).
