Chief Economist Dr. Emily Eisner began with an overview of the impact of federal cuts on New York state’s budget.
Director of Health Policy Michael Kinnucan analyzed threats to New York’s healthcare system, in particular the State’s new plan for the Essential Plan. He then discussed impacts of these threats on Medicaid, the Essential Plan, and the individual market; the state of private sector healthcare affordability; and why small business have been hit hardest by these changes.
The Governor has made universal childcare a cornerstone of her platform. Director of Fiscal Research Andrew Perry discussed important changes to 2-Care and 3K in New York City and across the state, including where the money for childcare is coming from and lessons to learn from NYC’s expansion of universal prekindergarten in 2014 under Mayor Bill de Blasio.
Dr. Eisner concluded by assessing the Governor’s statements on food security and housing policy and presenting FPI’s revenue agenda, which includes plans for recapturing funding lost to federal cuts means for funding universal childcare, and presents a variety of more technical funding options.
